Kaimeter 0.1.2 is available on GitHub
Kaimeter 0.1.2 is available now at github.com/kaimeter/kaimeter. It is free, licensed Apache-2.0, and runs as a single executable on your own machine - no installer, no cloud account, no data leaving the device.
What CBAM requires
Since January 1st, 2026, the EU charges for the carbon embedded in imported cement, iron & steel, aluminium, fertilisers, electricity, and hydrogen. The importer - the declarant - files one annual CBAM declaration and surrenders certificates. The first declaration covers calendar-year 2026 and is due September 30th, 2027; certificates first go on sale February 1st, 2027. The data the declaration requires lives upstream, at the mill - that is the gap Kaimeter closes.
What the tool does
For the import team, Kaimeter keeps one record per consignment and watches total mass against the 50-tonne de minimis line - across all CBAM goods combined, with an alert before the line is crossed, because authorised declarant status must be applied for in advance. It computes embedded emissions on the actual or the default basis with the penalty mark-ups included (+10% in 2026, +20% in 2027, +30% from 2028), projects the certificate cost against the ETS price, and assembles both the verifier's dossier and the declaration-ready export.
For the trading company, it is the data product: requests go out to mills in the mill's own language, responses are checked against each order, and every buyer receives the data packaged in the declaration format. A buyer who cannot get the data places the next order with a trader who can.
For the mill, answering the data requests becomes one click: the data stays on the mill's own machine, every field that leaves is approved first, and the buyer pays on real emissions instead of Brussels' conservative defaults plus the mark-up.
Built to be checked
A filing tool has to be checkable, so the core is open source. The default-value tables, the deduction rules, and the certificate-cost formula can be read and re-run by anyone before a filing is trusted to them. Kaimeter ships in English and Simplified Chinese, works fully offline, and needs no IT infrastructure - the interface is a browser page the executable serves on your own machine, with embedded SQLite storage.
Getting it
Download the single executable for your platform from the
releases page, run it,
and the interface opens at http://127.0.0.1:8080. Building from source is one
command: cargo build --release.
The CBAM calendar does not negotiate: certificates from February 1st, 2027, first declaration September 30th, 2027. The records that feed them start now.
